If you have an out of state title, the same applies for the transfer. The owner must sign and print their name (all owners, if there are more than one), on the sellers' line in front of a notary if required (many states do not require a notary.), and the purchasers name must be noted on the purchasers' line BEFORE coming into the License Plate Agency. The purchaser must have a North Carolina ID (unless active duty military, or own property in both states), North Carolina Insurance, and lienholder information, if there is a lien on the vehicle. The purchaser will then pay $56 for the title transfer, plate fee of $38.75, 3% of the computer generated value for Highway Use Tax and property tax. When the vehicle is coming from out of state the vehicle does not need to be inspected the first year.
